ANTI can take several steps if ISI chooses not to negotiate. First, as noted, ANTI can petition the zoning board to change the zoning of ISI's tract. If successful, this "downzoning" would completely prevent ISI from building the mall because the tract would then be zoned fro single and multiple family residences. ANTI could also try to turn public sentiment against the mall construction by making its opposition known in the press. By doing this, ANTI could try to drum up support from other neighborhoods who might not be affected by this particular mall but who also fear what similar mall construction could do to their neighborhoods. This could mean substantial negative public opinion toward ISI that could affect the likely success of the mall.

ANTI could also undertake more "civil disobedience" type maneuvers. For example, neighborhood residents could obstruct construction of the mall by picketing on the construction site. This could delay ISI's construction schedule and involve ISI in expensive litigation. The members of ANTI could also try to impact the mall's success by boycotting it once it is completed. The mall will likely rely heavily on the neighborhoods that make up ANTI for its future patrons and workers. Its success could be hindered if local residents choose not to patronize or work in its stores.
