Answering these questions is complicated by the fact the laws being presently applied, were developed before the advent of Cyberspace. Therefore the question as to the associated applicability of these laws is routinely called into question especially since the Internet is not one system, it is not "owned" by one person, it is not controlled by a single entity, it is not subject to one law and it is not, physically, in one place. The Internet is a network of computers of varying sophistication that operate on a global basis. As such, which specific laws and which national applications are relevant will depend on the business, the country, and the physical location in question. Consequently, the moment a business "connects" to the Internet, it becomes engaged in global (international) commerce (Rojas, 2002, p. 1).

The attractiveness of the international marketplace and the sheer size of the market in developing Asia, for example, make a compelling argument for leaping with both feet into the international arena. After all, it was Microsoft that brought most of this about by means of the large role it has played in the "invention" of the Internet.

The People's Republic of China (PRC), for example, represents one of the largest potential sources of revenue for Microsoft on the international side. The growth rate of the IT industry in the PRC has outstripped overall economic growth.
