I was disappointed when I read your memo regarding the Jumpstart proposal currently under active consideration by the Executive Management team. I think this memo missed the point. The Consumer Affairs Committee did little more than state the obvious in this memo. You pointed out the advantages and the disadvantages of rolling out the Jumpstart program, but you decided not to offer any opinion about whether or not this concept should be implemented.

Just as it is always easier to edit than to write, it is always easier to point out problems with the work done by someone else than it is to offer suggestions or solutions. I assumed your Committee understood that in situations such as this, their responsibility is to offer alternatives to senior management for consideration. Here is what I am looking for from the Committee:

Any information about how similar programs in the cable TV industry have worked out

Information from other industries about similar initiatives and the reaction of consumers to them

Ideas about how the program could be adjusted to make it less likely to create a controversy

A recommendation from your Committee about whether or not to move forward with the Jumpstart program

Your Committee must take more initiative in the future. For example, your comment that the customer support function would need guidance from the marketing department about how to respond to existing customer complaints if we launch Jumpstart is a "cop-out." I expect that the Consumer Affairs Committee will, at the very least, offer ideas about how we could respond to criticism about the Jumpstart program. Ideally, I would have liked to see a fairly detailed attachment to your memo in which the Committee offers examples of the kinds of complaints we might get and the ways in which customer support should respond.
