The central problem of the play Antigone relates to the need for leaders to heed the laws and rules by which all live while at the same time taking particular account of the beliefs and feelings of others. This is a political play in which the playwright is warning leaders that while they may have the power to impose legal sanctions on religious actions, they should not do so when such an act would transgress certain unwritten rules about the nature of political action and how it is subservient to the rule of the gods. Creon imposes his will in a fashion that does not allow individuals to express themselves or to heed their own moral code, and ultimately he pays a terrible price for this. In tragedy, there is always a conflict between free will and the workings of fate, but at the same time the individual makes choices by which he or she succeeds or fails.
The conflict between Creon's right to legislate and to punish and Antigone's right to bury her brother only comes about because Creon insists on making and enforcing a law that is beyond what the state should be undertaking. Creon has the right to legislate and enforce laws, but there are parameters beyond which he should not go in instituting legislation.
