The existence of localized organized crime in Calgary does not in and of itself represent a significant current threat to the community. The issue of organized crime is an emotional one; however, thus, the department is under pressure to react overtly to public concerns in this area.
The increase in the ethnic and racial diversity among the residents within the department's jurisdiction had created a situation wherein standardized police services are no longer suitable for all neighborhoods. The department has not prepared to deal with this change.
