A review of the literature relevant to the management of an organization's human resources was the primary methodological approach employed in the conduct of this research study. Qualitative procedures were used in the evaluation of the data collected for and reported in this research study. In part, this qualitative analysis was based on a critical comparison of the literature reviewed. Additionally, however, the researcher's experience as an operational manager provided a basis for evaluation.

Following this introductory chapter, the findings and conclusions of this research study are presented in four chapters. Chapter 2 presents a review and assessment of data relevant to appropriate concepts of organizational communications, with an evaluation of the role of the operational manager in the organizational communication process. Relevant concepts of the use of power in organizational environments are reviewed in Chapter 3, again, with an evaluation of the role of the operational manager in the organizational use of power. The presentation in Chapter 4 reviews relevant concepts involved in the development of organizational commitment, together with an evaluation of the role of the operational manager in the performance of this function.
