million, or 8.5 percent, are black. Federal civilian employ ment accounted for 3.2 million of the 17.5 million total. Within the federal employment structure, approximately 12 per cent, or 385 thousand, were black.
Among the 17.5 million civilian employees in government at all levels in the United States, approximately 525 thousand are sworn law enforcement officers (Federal Bureau of Investiga tion, 1989). Of this total, approximately 40,000, or 7.6 per cent, are black.
