l not have the time to get this special training, knowledge and expertise. The advanced planning requirement alone is going to be extremely time consuming for all personnel concerned.

The pre-emergency requirements will require classes for staff and students in first aid, emergency procedures, hazardous materials effects and handling, knowledge of evacuation procedures, and knowledge of how to respond to the various categories of emergencies, e.g. fire versus hazardous spill.

The National School Safety and Security Services do not recommend using emergency plan templates such as those available on the web because each school, each district and community are different, and the potential and actual threats faced are different, as well as their resources (National, 2005).
