Each candidate to UWA's Board of Trustees should possess a specific set of personal attributes, including: a passion for United Way's mission and vision; commitment to invest the time required to be an active member; ability and desire to take a system-wide perspective; and demonstrated commitment to being a leadership giver in his/her community.

The Board members advance the UWA's mission and vision in personal and professional circles; carry out fiduciary and Board-related functions in a manner that avoids conflict of interest with personal affairs and is in the best interest of the United Way; prepare for and participate in quarterly meetings of the Board of Trustees, usually held at the UWA offices in Alexandria, Virginia; serve on at least one national committee (committees usually meet 2-4 times a year, mostly via conference call or in conjunction with Board meetings; and upon request, represent the United Way at meetings or public events in the community.

Board members are accountable for: attending and being actively engaged in Board meetings; providing fiduciary oversight of UWA's budget; evaluating UWA's president and CEO; approving UWA's business plan; approving UWA's public policy agenda; and ensuring that members are complaint with UWA's membership standards (United). Board nominees are present for membership approval. The United Way is against coercion in seeking contributions, and in the effort, the Board of Governors has adopted a policy statement as follows:

"The Board of Governors of United Way of America believes that the most responsive contributors are those who have the opportunity to become informed and involved. A well-planned campaign with an effective communications program, conducted by committed volunteers, will assure responsive contributors. ...
