Consequently, work is nothing more than a means of satisfying needs outside of work. Marx wrote that the relationship of the average worker to the product of their labor is as an alien object exercising power over him or her. The worker does not control what happens to the products they help to produce, and consequently does not benefit from them in proportion to the value they add to the manufacturing or delivery process. Thus, labor becomes a means to an end, rather than an end in itself because the work performed holds no intrinsic value to the average worker (Karl Marx).

To answer the question listed above, it is important to define or at least describe the agenda of the state. According to the White House official website, the economic agenda of the United States under the current President Bush involves a three-pillar strategy, which includes:

Restraining spending by the Federal Government;

Working with Congress to pass legislation that promotes economic growth - including making tax cuts permanent; and

Reforming the institutions fundamental to American society including retirement plans, the tax code, the health care system, and worker training programs so that they can meet the realities of our new century.
