Laws designed to insure the purity of ground water provide another example of environmental protection. In this instance, however, the link to human health is stronger. Polluted water supplies are a direct threat to human health. Thus, environmental protection measures such as those designed to assure the purity of ground water are encompassed within the concept of environmental health, and such policies directly affect the use of chlorine and chlorine byproducts in industrial processes. The development and initiation of policies and actions dealing with environmental health are heavily influenced by political and economic considerations, as well as by concerns for human health and environmental protection. In fact, actions by the Reagan Administration in the United States during the 1980s demonstrated that political and economic concerns often have a greater influence than do factors associated with human health or environmental protection on the type of action, the intensity of action, and whether or not any action at all will be initiated in the area of environmental law (Whelan, 1985, p. 76).

Air pollution poses threats to both environmental health and the ecology. This research analyzes the application of environmental protection policy in relation to air pollution in the State of Ohio.

Industrial pollution is a major cause of haze in the air (Corfidi, 1993, p. 12). Because haze accompanies the high humidity of eastern summers, the problem often is dismissed as a fact of life. Haze in the contemporary period, however, is mostly a product of pollution. In some areas, the effect of haze cut the annual amount of solar energy reaching the surface of the Earth by eight-percent.
