> BuddÆs book is outstanding is a couple of ways. First, it faithfully carries the theme of efficiency, equity, and voice through each and every chapter of the book, relating every new topic to that triad and using the power conflict between them to elucidate the dynamics of employment issues. The triad is an effective and simple means of getting across the difficulty of balancing human rights issues with business concerns such as efficiency, and it serves as a vehicle for consistency throughout the book. Second, Budd identifies the multiple issues that affect the efficiency, equity, and voice and the relative ôpullö of each of these in the sensitive balancing act between them. This enables the reader to see causes and effects, and shows why a blanket endorsement of all three issues is ineffective. There are many decisions to be made in the balancing of the three issues, and there are no simple answers. Budd does a good job of explaining the interaction and weighting of these issues and the various types of forces that affect them, leaving the reader with a much deeper understanding of the complex job of balancing them fairly and effectively.

On the other hand, BuddÆs book seems to skate along the surface in places and not really address issues that are relevant to his point, even though he addresses other specific issues. It is not clear why he leaves some of these concerns out. For example, in his discussion of the effects of globalization, he talks about balancing the global workplace but does not mention the hot trend of outsourcing, which is one of the key issues in that arena. No only does outsourcing impinge on the equity and voice of domestic workers, it can likewise do so to the outsource workers.
