Harris (2001 viewed the advent of e-government a complete change of the model for public governance. According to Harris (2001), the ônature of government itself: what it does; how it does it; and more importantly why it does itö is being transformed by information and communications technologies. His argument posits that, ôefforts to put existing government services online or to harness new technological possibilities may serve as milestones along the way. And they are well worth noting. But they are far from the whole journey. E-governmentàin its most basic definition must be regarded as simply government born of and suitable for an information society û a society increasingly digital and global in its interaction. E-government is fundamentally what will work for the new emerging e-societyö (p. 5).
