This statement seems to be difficult to relate to the demographics, recent history, economy and other material included in the assignment. It seems axiomatic that an organization should be constructed to foster the achievement of the strategic goals of the organization. If the goals and the mission are at odds, any attempted evaluation of the internal organization and its effectiveness must produce nonsense.
The stated assignment is to assess the INTERNAL STRATEGICAL ANALYSIS of the organization. The internal strategy of an organization must, by necessity, be a function of the overall strategic goals of the organization. An internal strategic analysis measures only how well the organization can achieve its goals as set by the overall strategy. Individual departments can have a strategic plan to make them more effective at fulfilling their function in the operation of the overall organization. The section on the Human Relations Department is a good example of how this functions.
