The transition to a neo-liberal regime took place in Canada in the 1980s (Carroll & Little, 2001). The Canadian state, federally and unevenly at the provincial level, adopted Thatcherite privatization and deregulation policies. A key element in the process toward neo-liberalism was the FTA of 1989, but in terms of international investment the transition really began in 1985 when the national government lifted restrictions on foreign investment and replaced the Foreign Investment Review Agency (FIRA) with Investment Canada.

This transition as described by Walsh (2006), was accompanied by a transition toward multiculturalism and cosmopolitanism.
