Local education authorities finance educational programs partly from locally raised revenue, and partly from general grants received from central government via the Department for Education and Skills (Lubeck, 2001).

Technological forces influencing educational changes in the education in England surround the need to create a technologically literate workforce. Schools introduce students to computer technology at an early age. Students are expected to use technology throughout their academic careers.

Cultural factors that affect educational change in England involve the fact that England is becoming a multi-racial and multicultural society. Therefore, it is imperative that students learn to value this diversity and to respect cultural differences as well as recognize cultural similarities. Schools are dealing with this cultural change by creating curriculum that teaches tolerance and acceptance of differences in language, religion and culture.
