Former President Carter should represent himself as a negotiator for the Clinton Administration if, and only if, he adheres to a preapproved scripted version of the administration's goals toward negotiation. Carter is a genuinely good man, even critics agree, but in negotiations, it is also generally agreed, "nice guys finish last."
