The Health Care System in the United Kingdom

The health care system in Britain, provides a guarantee of service through the government-supported, medical-care program, the National Health Service; costs are met almost entirely out of general revenues, and the entire population is covered (Raffel & Raffel, 1994). In the system, physicians and hospitals remain independent negotiators and are not government employees, but the system is under parliamentary control for budgeting and setting of standards (Garside, 1990).

The National Health Service employs about 1.25 million people, including part-timers, and spends GBP 20,569 million. It offers free health care to the population at a cost of 5.8 percent of the GDP, compared with an average cost among developed countries of 7.6 percent of GDP (Garside, 1990).

In 1987, the U.K. established the Health Education Authority to provide several services, one of which is HIV/AIDS related. These services are: to provide information and advice about health directly to the public; to promote the development of health education in England and AIDS health education in the United Kingdom; and to support and advise government departments, health authorities, local authorities, voluntary organizations, and other bodies or individuals concerned with health education. The Health Eduction Authority is also responsible for carrying out national campaigns and promoting research.
