While the above terrorist management measures are designed to protect American citizens, agencies like the Red Cross, FEMA, the Office of Homeland Security and others have collaborated to help Americans prepare and plan for attack in their own homes. From measures designed to enable family members to gather and communicate during attacks to those aimed at creating a room safe from biological and chemical attacks, a variety of preparation guidelines have been established to protect U.S. citizens. This research will now examine the preparation guidelines and recommendations for U.S. citizens with respect to protecting their homes and loved ones in the even of a biological or chemical attack by terrorists.

The creation of a disaster plan in case of biological or chemical attack is multifaceted. It involves not only planning for home protection measures but also includes measures designed to calm family members and inform them of a contact plan in case of separation. Most agencies like FEMA and the Red Cross recommend formulating a communications plan as the first part of home disaster preparation. Such a plan should include establishing a contact that resides out-of-town. The designated contact is someone family members will phone or email should disaster strike, in order to check on each other. The contact should live far enough away in distance to ensure they will not be affected by the same disaster. The Red Cross recommends that the all family members should be provided with the contactÆs address, phone numbers (cell, work, home) and email address (Terrorism, 2003, 1).
