An environment of political instability prevails in Israel and in other parts of the world, and global dependence on the Middle East for its oil as well as a concern about global warming has prompted intensive efforts to find fossil fuel alternatives. The regulatory environment has improved, with the FCC and DOJ handing down rulings that favor the major providers, focusing less on inter-provider competition at the local level and ending the restrictions that forced providers to unbundle parts of their network ("AT&T," 2008).

One of the most intriguing aspects of the general environment is the growing importance of social networking modalities. Facebook, for example, is wildly popular and has already spawned a host of imitators. These social networking modalities rely implicitly upon a commensurate growth in the technology that supports them. Josh Bernoff of Forrester Research points out that U.S. data shows that the rapid growth of social technology participation to be 2008's big news (Viaspire, 2008). He reports that the number of people unaffected by social technologies has declined from 44% to 25% of the online population, while "spectators-those who read, watch, or consumer social content-have ballooned from 48% to 69%" (Viaspire, 2008). Moreover, 75% of online adults in America, up from 56% in 2007, now use social tools to make a connection with each other (Viaspire, 2008). Bernoff asserts that social technology "is about to become a universal phenomenon," as evidenced by these figures (Viaspire, 2008). The telecommunications industry is, of course, the vital link between these consumers and their social networking activities, and the state of the industry is of tremendous import to a society addicted to networking and personal communication.
