Support for staff is important to empower them as is equal representation of all parties. When each is a part of decision-making and each receives support for decisions and their implementation, consensus decision-making is facilitated.

Difficult people also require equal representation and support. Support will allow an individual to work out their own issues.

ParsonÆs technical level focuses on academia as evidenced through high expectations, orderly learning environment, and strong teacher affiliation to the school, each other, and the belief that all students can learn. In this case the focus on academia is compromised by distrust, which erupts teacher affiliations to the school and each other.

The managerial level demands that principal behavior is open, supportive, and guided by equality norms. The first principal was more focused on the goals of change than she was on being open and supportive, and she was clearly not guided by equality norms. This behavior led to mistrust.
